Il governo del podestà è un'istituzione distintiva della civiltà comunale italiana. Come interpretare allora la sua diffusione e la sua rapida evoluzione in Provenza, nelle grandi città della bassa valle del Rodano? La storiografia italiana non ha mai tratto sufficientemente profitto da questa esperienza provenzale che, in verità, è durata solo qualche decennio prima della conquista da parte dei principi capetingi. Come è stato fatto per le città dell'Italia centro-settentrionale, è opportuno ripercorrere le vicende di Arles e Avignone attraverso l'esame degli organismi capaci di rivendicare prerogative di natura politico-amministrativa e dei diversi elementi della società cittadina. Il percorso dei comuni di Arles e Avignone, nonostante la breve durata, non condiziona solo la storia del basso Rodano tra XII e XIII secolo, ma influenza profondamente anche i secoli successivi, caratterizzati dalla dominazione delle monarchie angioine e pontificie. Se quello che accade in questa terra permette di relativizzare l'eccezione italiana, le vicende dei comuni del basso Rodano consentono anche di meglio comprendere il ruolo dei principi francesi e del papato avignonese, nella storia provenzale e in quella italiana.
