Al di là delle pur notevoli persistenze, si chiusero i conti con la dittatura fascista e il bellicismo nazionalista e si posero le basi di una lunga stabilità democratica, ricomponendo profonde lacerazioni del tessuto civile e sociale. Si avviò al contempo un passaggio irreversibile destinato a cambiare in profondità i caratteri costitutivi del paese, dalla collocazione internazionale al sistema politico, dall'articolazione della società civile alle culture civiche.
