Nella cosiddetta "fase dualistica", ovvero tra il 1870 e il 1914, il porto di Fiume vive un eccezionale momento di espansione che discende da un progetto ambizioso: realizzare il nuovo, grande scalo marittimo del Regno d'Ungheria.Nello stesso periodo, anche la città cresce e si trasforma lungo un percorso parallelo che lega lo sviluppo del porto alla nascita e al consolidamento di un nuovo quartiere marittimo. Il vecchio centro murato si apre al mare dando forma ad un nuovo waterfront: se il porto viene disegnato in modo unitario, il nuovo quartiere marittimo è concepito da diversi operatori a partire da una serie di modelli architettonici di ispirazione internazionale.L'ampiezza del disegno espansivo risulta facilmente leggibile nell'ampio catalogo di edifici che fanno da contorno alle attrezzature portuali: sedi di assicurazioni e di compagnie di navigazione, alberghi, edifici pubblici, teatri e altre strutture per il tempo libero, oltre ad un certo numero di residenze di pregio. Alla fine il nuovo fronte mare costituirà la più efficace testimonianza del grande sforzo di modernizzazione compiuto da una città che, sullo sfondo di un'identità tradizionalmente composita, consoliderà un carattere cosmopolita. Ad essa sembrano indissolubilmente legarsi le fortune economiche e commerciali del centro adriatico.
