About This Book

"Beauftragte" werden für viele Aufgaben eingesetzt, u. a. zur Förderung der Gleichstellung von Frauen und Männern und für die Integration von Zuwanderern. Julia Kruse entwickelt trotz der organisatorischen Unterschiede eine einheitliche Begriffsbestimmung. Unter Einbeziehung historischer Vorläufer betrachtet die Autorin den modernen Beauftragten als eine Synthese aus den Rechtsfiguren Kommissar und Ombudsmann.Die wichtigsten Beauftragten auf Bundes-, Landes- und Kommunalebene werden dargestellt. Darüber hinaus sind in einem Anhang über 180 Beauftragte nachgewiesen. Neben den Gründen für die Berufung von Beauftragten werden auch die rechtspolitischen Probleme erörtert, insbesondere die Verselbständigungstendenz der Beauftragten. Die Untersuchung liefert einen wichtigen Beitrag zur Annäherung an eine weit verbreitete, aber bislang wenig erforschte Organisationseinheit.
