L'obiettivo del lavoro è quello di fornire all'operatore, al professionista degli usi civici e agli studiosi della materia un'analisi aggiornata delle novità che riguardano gli usi civici, le proprietà collettive e ora i domini collettivi sul piano nazionale e regionale, al fine di coordinare la vetusta e bellissima legge n. 1766 del 1927 con le peculiari novità della fondamentale legge n. 168 del 2017, il cui impatto sui singoli territori è ancora da verificare, caso per caso. In tale direzione, la ricerca si sofferma anche sull'esperienza della Regione Campania, retta dalla legge regionale n. 11 del 1981, apprezzata da Guido Cervati, padre della materia, che rappresenta un ulteriore baluardo di tutela e modello di sviluppo, pur tra mille difficoltà , degli usi civici nell'Italia meridionale.
