En el libro XXXI el autor se congratula de haber logrado llevar a término la historia de la segunda guerra púnica, a fuerza de trabajo y penalidades, y renueva el propósito expresado en el prefacio general de escribir "toda la historia de Roma". Este inicio del libro contiene un pasaje fundamental en el que el autor declara que su obra se divide en partes diferenciadas: los quince primeros libros –dedicados a 488 años de historia, desde la fundación de Roma hasta la primera guerra púnica (292 a.C.)–; los quince que narran los sesenta y tres transcurridos entre esa primera guerra contra Cartago y su final.Los últimos libros conservados (XXXI-XLV) se centran en Macedonia, que tras la derrota cartaginesa desempeñó el papel de principal enemigo de Roma; abarcan desde la paz con Cartagoo hasta el triunfo romano sobre Perseo (201-167 a.C.). Los libros XXXI-XXXV cubren desde el inicio de la guerra contra Filipo V.Este volumen incluye varios episodios célebres: sitio de Abidos, batalla del desfiladero de Aous y conferencia de Nicea, batalla de Cinoscéfalos y proclamación de la libertad de Grecia, entrevista entre Escipión y Aníbal.
