El texto analiza de manera exhaustiva la tendencia actual en materia de política migratoria, afrontando con transparencia y pluralidad la nueva concepción de la integración de las personas migrantes en el marco de la UE, una nueva forma de entender la gestión de la inmigración que pasa por requerir a las personas unos elementos mínimos de integración previos a la autorización de entrada, residencia o permanencia. Un requisito jurídico que transforma la configuración del mandato de la integración cívica, el cual deja de ser un proceso u hecho natural para erigirse en un hecho jurídico que crea o da derechos. Pero ¿cómo está el panorama en nuestro país? ¿Cómo debe gestionarse la transferencia de competencias en materia de integración en un modelo descentralizado como el español? ¿Cuál es el papel crucial que juegan los gobiernos locales en este ámbito? El trabajo presenta, a través del análisis de múltiples casos, una radiografía de cómo se está gestionando esta tendencia en otros países de la UE y en España, para lo que se integra la revisión normativa y su aplicación práctica en cinco comunidades autónomas, además de complementarse con la opinión de especialistas en la materia provenientes de los ámbitos académico, político y de la intervención social, lo que aporta consideraciones que se deben tener en cuenta en el desarrollo de unas políticas locales inclusivas y una gestión óptima de los servicios sociales para contribuir al logro de sociedades más sólidas.
