El diseño del modelo se realizó mediante la discusión, aplicación y ajuste de marcos conceptuales y teóricos acordes al estilo de desarrollo propio de la región centro oeste de Argentina. El estudio abarca el contexto del sistema administrativo del agua en las cuencas de las tierras secas argentinas y se retroalimenta de experiencias nacionales e internacionales, adaptables a la problemática local-provincial.
