Rico è uno dei tanti piccoli spacciatori dimenticati dentro al PGV ( Penitenciaría General de Venezuela ), il carcere di San Juan de Los Morros gestito dai narcotrafficanti. Oltre le sbarre, le guardie bolivariane non entrano. E accade di tutto. Poveri diavoli e assassini sanguinari convivono: i primi subiscono e scompaiono, i secondi spadroneggiano. Rico raccoglie di nascosto le loro storie, per dare un senso ai suoi giorni. Malato e stanco, prima di morire affida il suo reportage dalla fine del mondo, alla goccia bianca, la suora-maestra del PGV. Ne scaturisce un documento di denuncia di un Paese e di un sistema, un grido d'aiuto per i suoi compagni di prigionia ma anche una ricerca disperata di assoluzione e di giustizia.

L'inferno di violenza e di ferocia che il libro descrive non è costruito per ridurre il crimine o i reati, ma per comprimerli in uno spazio circoscritto in cui gestirli, monitorarli e, quando è possibile, valorizzarli, ovvero estrarne valore economico attraverso una gestione corrotta del carcere. In questo modo non si contrasta né si riduce la criminalità, ma si prova a relegarla in uno spazio, materiale e simbolico, diverso dal nostro.
