O autor encontra ali as origens do neoliberalismo, que embora se apresente avesso ao Estado, não hesitou em se aliar a formas autoritárias de poder em nome de seus interesses, em uma economia de ''livre mercado''. O Chile de Pinochet foi um exemplo cabal dessa combinação. Escrito do ponto de vista do pensamento econômico e gerencial dominante, ''do alto'', combinando referências nobres e vulgares – textos de teóricos, discursos e manuais práticos destinados a administradores – este livro explicita as estratégias dessas ''novas artes de governar'' que aliam liberalismo a autoritarismo, e que estão, diz Chamayou, ainda ativas.'
