PART I: DOMAIN I
Designing Instruction and
Assessment to Promote
Student Learning
CHAPTER 1 - COMPETENCY 001
COMPETENCY 001
The teacher understands human developmental processes and applies this knowledge to plan instruction and ongoing assessment that motivate students and are responsive to their developmental characteristics and needs. 1

Competency 001 addresses learner characteristics and is explained through 16 descriptive statements that cover the following general topics:
•Recognizing the variability of developmental factors according to age and/or stages of growth (cognitive, social, physical, and emotional)
•Adapting learning and classroom activities to support developmental stages
•Creating a positive learning environment
•Knowing how to address the needs of students at different developmental levels
•Anticipating risky behaviors that students may demonstrate
•Integrating opportunities for supporting social growth
Competency 001 Key Terms
The following key terms are integral to fully understanding the scope of Competency 001. You should consider creating flash cards to reinforce the meaning, extensions, and connections represented by these 001 terms. Our list is a suggested study aid; the test items may target terms and concepts not covered in our list. Nonetheless, Table 1.1 will help you focus on Competency 001 core content.

Competency 001 Flash Card
Consider how helpful it would be to have a Competency 001 flash card to help you remember competency content as you work through the practice test items.
REMINDER: The prime strategy for selecting the correct response to test items is to confidently connect the item stem to a specific competency. So, when you attempt the practice tests, you might want to have your flash cards at hand, especially if you can’t figure out how a specific test item is targeted on a specific competency.
Figure 1.1 shows a suggested Competency 001 flash card:

Figure 1.1. Suggested flash card, back and front, for Competency 001 showing competency core idea and some key terms. Your own flash cards should include as many terms as you think are vital to your full understanding of the competency content.
Educator Standards Relevant to Competency 001
As you work through our discussion of Competency 001, make sure you are cross-referencing the Pedagogy and Professional Responsibilities Standards (EC-Grade 12), Standard I, subsection Students 2which includes knowledge and skills statements about learners’ developmental levels. Figure 1.2 shows an excerpt from the PPR Standards relevant to Competency 001. Notice how the verbs and teacher knowledge and teacher skills statements enable you to anticipate test items and reinforce the content of Competency 001.
Standard I: The teacher designs instruction appropriate for all students that reflect an understanding of relevant content and is based on continuous and appropriate assessment.

As you approach your study of Competency 001, try to focus on what teachers need to know about learners in order to be effective educators. That understanding, as presented by Competency 001 and Standard 1, is grounded on astute observation of learners and informed by strong knowledge of young persons’ developmental stages.
