Lo anterior, se debe a que cada vez hay más fenómenos delictivos vinculados con la evasión de impuestos, la delincuencia organizada y la corrupción.Por ello, Ricardo Cacho se dio a la tarea de analizar la reforma de 2019 y plasmar la necesidad de fortalecer la persecución penal de delitos como el contrabando, la emisión de facturas falsas y su inminente relación con el tema de la seguridad nacional.Bajo un diagnóstico previo de la situación actual en el país, el autor expone la pertinencia de la reforma y su operatividad como una herramienta legal para sancionar los delitos fiscales y fortalecer los mecanismos de legalidad en la recaudación.
