El año de 1982 atestiguó una de las más profundas crisis económicas que ha atravesado México en su historia. Tres años antes, en 1979, Samuel Ocaña García había asumió el timón del Estado de Sonora. Entre sus principales retos se encontraba alcanzar, finalmente, la tan deseada diversificación de la economía regional; sin embargo el mayor el desafío sería administrar y gestionar el gran cambio estructural que se dejaría sentir, primero en el discurso e inmediatamente después en la práctica gubernamental, tras la crisis de 1982: el paso de la tradición fundacional del Nacionalismo Revolucionario a la apertura económica de corte neoliberal. El presente texto indaga, desde una perspectiva hermenéutica, el estrato vivencial de los informes de gobierno de Samuel Ocaña con la finalidad de rastrear aquellas situaciones que dieron forma a la manera tan peculiar en que este gobernador sorteó la borrasca internacional.
