Det offentlige rykkede ind på de kristne filantropers og hattedamernes enemærker og har siden skabt store forandringer på børnehjem og hos plejefamilier. De politiske intentioner har været de bedste, men virkeligheden har til tider vist sig ond og grusom. Børneforsorgens historie spænder vidt – fra børnenes ven, Peter Sabroe, der for 100 år siden "kidnappede" børn for at redde dem fra misrøgt og mishandling, til børnenes statsminister, der i 2019 sagde officielt undskyld til Godhavnsdrengene.
