A urgência de uma gestão participativa surge da necessidade de se efetuar uma conscientização dos riscos ao meio ambiente. Busca-se analisar a importância de reformulação de políticas públicas ligadas à pesca artesanal no Estado do Amapá. Este trabalho pretende analisar uma política pública já existente no Estado do Amapá, a Lei do ICMS Ecológico, Lei Estadual n. 322/96, que tem se mostrado ineficiente para os fins para que foi criada, e propor alterações que possam proporcionar uma melhor adequação com a realidade local. Para fins de demonstrar a necessidade desta adaptação legislativa no Estado, esta pesquisa analisará o Parque Nacional de Cabo Orange e o seu impacto para os municípios envolvidos, considerando que se trata de uma Unidade de Conservação de Proteção Integral. Esta pesquisa utilizou-se da abordagem hipotético-dedutiva, na qual se baseou numa lacuna do conhecimento para formar a hipótese analisada neste trabalho. Os trabalhos de pesquisa bibliográfica e de análise documental foram iniciados em janeiro de 2013 e se estenderam até o final do primeiro semestre de 2014.
