O estabelecimento do Novo Banco de Desenvolvimento (NBD) foi um passo importante na institucionalização do BRICS. Com tal avanço surgem questĂ”es: O NBD Ă© um meio de exercĂcio de poder? Por quĂȘ? A hipĂłtese Ă© que normas e atos institucionais do Banco constituem um meio de exercĂcio de poder em vĂĄrias dimensĂ”es. O marco teĂłrico, que fundamenta a hipĂłtese, Ă© a literatura sobre o conceito de poder, principalmente a abordagem de David Baldwin (2013), acerca das dimensĂ”es do poder. Baldwin identificou cinco dimensĂ”es (escopo, domĂnio, custos, peso e meios). Por meio da soma de abordagens complementares, Nye (2011), Barnett e Duvall (2005), Strange (1994), Wight (2002), Berger (2005), Stuenkel (2017b), entre outros, identificamos mais seis dimensĂ”es do poder (mĂ©todo de aplicação de meios, incidĂȘncia, agĂȘncia vs. estrutura, grau de dominĂąncia, geogrĂĄfica e grau de transição). O mĂ©todo Ă© qualitativo e quantitativo, com a anĂĄlise de dados empĂricos e fontes primĂĄrias (Acordo Constitutivo, projetos, memorandos de entendimento, relatĂłrios oficiais do Banco, entre outros), para a verificação do grau de presença de cada dimensĂŁo do poder na instituição NBD. Como resultados, foram identificadas repercussĂ”es do Novo Banco de Desenvolvimento para cada dimensĂŁo do poder.
