L'ouvrage aborde la thématique d'actualité des partenariats public-privé, qui sont à la fois un instrument de commande publique et un instrument de financement des infrastructures publiques. C'est un des rares ouvrages publiés consacré à l'analyse des déterminants des partenariats public-privé (PPP) en Afrique subsaharienne. Il tente ainsi de mesurer quantitativement et d'identifier qualitativement les critères de participation du secteur privé au financement des infrastructures via les PPP. Il propose une présentation des théories et des concepts économico-financiers reliés au « PPP ». Trois notions s'imposent pour l'appréhender: infrastructure publique, management privé et performance. À partir d'une base de données, notamment celle de la Banque mondiale sur la période de 2000-2019, l'ouvrage nous propose une analyse statistique qui permet d'identifier les déterminants de la participation du secteur privé dans les PPP.
