Presenta herramientas para la definición de una población objetivo y el diseño de instrumentos para la política ambiental y climática, además de espacios, escalas y sectores en los que estos instrumentos son estratégicos en Jalisco, con la finalidad de aminorar las externalidades negativas generadas por cambios de uso de suelo o paisajísticos, que no están siendo compensadas de manera óptima.Adicionalmente, en esta obra se desarrollan capítulos para la identificación de alternativas y áreas de oportunidad en el ámbito fiscal subnacional, así como para atender los retos ambientales y de cambio climático. Engloba todas esas contribuciones a partir del trabajo colaborativo de académicos del Centro Universitario de Tonalá y del Centro Universitario de Ciencias Económico Administrativas de la Universidad de Guadalajara.
