Domestic politics considerably impeded - and may have entirely prevented - US nuclear accommodation with India; when domestic obstacles were overcome, US–India negotiations advanced; and even after negotiations advanced, domestic factors placed conditions on and affected the scope of US–India nuclear cooperation.
