Han utgår från aspekter kopplade till lön och sysselsättning, individernas trivsel med sina yrkesval och nyttan av de samhällstjänster som individerna själva antingen producerar i yrket eller finansierar genom att betala skatt.Mats Bergman landar i ett antal slutsatser, bland annat att det är rimligt att utbudet i huvudsak styrs genom decentraliserade beslut, inom centralt beslutade budgetramar, av enskilda lärosäten och institutioner, men att besluten i högre grad bör grunda sig på studenternas egna önskemål och arbetsmarknadens behov.
