Er ist entstanden aus den langjährigen Diskussionen der Arbeitsgruppe "Migration, Teilhabe, Vielfalt" des Bundesnetzwerks Bürgerschaftliches Engagement (BBE). Das erste Kapitel beschäftigt sich mit der "Zuwanderungs- und Integrationspolitik der vergangenen 20 Jahre in Deutschland". Im Mittelpunkt des zweiten Kapitels stehen "Migrantenorganisationen", die in jüngster Zeit vermehrt von Politik und Öffentlichkeit wahrgenommen und anerkannt werden. Das dritte Kapitel widmet sich dem Schwerpunkt "Interkulturelle Öffnung". Im vierten Kapitel werden einige "Engagementbereiche", in denen Menschen mit Migrationshintergrund engagiert sind, näher beleuchtet. Das abschließende Kapitel nimmt "Engagementformen, -kontexte und -förderung" in den Blick.
