Er verließ sein Bischofspalais und richtete seine Wohnung in einer bescheidenen Sakristei ein. Bald schon wurde der kleine, schmächtige Mann auch weltweit zur Symbolfigur einer Kirche an der Seite der Armen und einer Pastoral im Sinne der Befreiungstheologie.
