Das fragt Frank-Olaf Radtke vor dem Hintergrund zahlloser Dialogforen, die auf internationaler, europäischer aber auch auf nationaler und lokaler Ebene eingerichtet worden sind. Aus weltpolitischer Sorge wurde 2001 von den Vereinten Nationen zum "Jahr des Dialogs zwischen den Kulturen" erklärt und auch innenpolitisch gilt der Dialog zwischen Kulturen und Religionen als das probate Mittel, um Probleme der Migration und Integration zu lösen. Radtke bezweifelt die Wirksamkeit dieses Instruments, das auf Konsens angelegt ist. Weder geraten Kulturen in einen Konflikt noch sprechen oder handeln sie. Kulturdialoge kaschieren Differenz, wo es darum ginge, darunterliegende Interessengegensätze zu thematisieren, anzuerkennen und nach Kompromissen zu suchen. Der Autor fordert Disput statt Dialog und meint damit weit mehr als den Austausch von Begriffen. Politische Diskurse ermöglichen die zukunftsorientierte Auseinandersetzung über konkrete gesellschaftliche Probleme. Nur wenn der Streit öffentlich ausgetragen wird, kann das Zusammenleben in einer Rechtsordnung gelingen, der prinzipiell alle zustimmen können.
