Der Aufbau von Integrationshilfen für entwurzelte, zugewanderte Jugendliche und die Entwicklung einer international geprägten Kulturarbeit für junge Menschen – das waren die Ziele des "Internationalen Bundes für Kultur- und Sozialarbeit" (schon damals kurz "IB" genannt). Gegründet wurde er am 11. Januar 1949 in Tübingen, der Landeshauptstadt des damaligen Württemberg-Hohenzollern.Die drei Initiatoren dieses überkonfessionellen und nicht parteipolitisch gebundenen "Freien Trägers der Jugend-, Sozial- und Bildungsarbeit", so der heutige Namenszusatz, waren sehr unterschiedliche Persönlichkeiten. Der französische Offizier Henri Humblot war im Auftrag der Besatzungsmacht für die demokratische Umerziehung der deutschen Jugendlichen zuständig. Carlo Schmid war Staatspräsident von Württemberg-Hohenzollern und einer der Väter des Grundgesetzes. Der dritte, Heinrich Hartmann, war bis zum Ende der NS-Zeit Hauptabteilungsleiter im Kulturamt der Reichsjugendführung der Hitlerjugend gewesen. Gründungsmitglieder des IB waren dann Vertreter aus Politik, Wissenschaft und Zivilgesellschaft im damaligen Württemberg-Hohenzollern, so beispielsweise fast das gesamte Landeskabinett. Die vorliegende Dokumentation befasst sich auf Basis umfangreichen historischen Materials mit den verschiedenen Aspekten der Gründungsgeschichte des IB und wirft damit auch ein gesellschaftspolitisch interessantes Licht auf die Übergänge von der Nazi-Diktatur zu den ersten beiden Jahrzehnten der jungen Bundesrepublik.
