Die schulische politische Bildung in Nordrhein-Westfalen war jahrzehntelang vom Leitbild des kritischen "Aktivbürgers" geprägt, von dem ein geradezu proaktives Engagement für das Gelingen der demokratischen Gesellschaft erwartet wurde. Erst zur Jahrtausendwende wurde es von einem Bild des Schülers als zukünftigem Bürger abgelöst, der über die notwendigen Kompetenzen verfügt, sich politisch zu engagieren, von dem dies aber nicht mehr wie selbstverständlich erwartet wird.Die vorliegende Fallstudie leuchtet die Entstehungskontexte des Leitbilds "Aktivbürger" aus und untersucht Kontinuität und Wandel der Erwartungen an Individuum und Gesellschaft, die mit diesem Leitbild jeweils verbunden sind.
