Am 25. März 2017 jährt sich zum 60. Mal die Unterzeichnung der Römischen Verträge. Die Erinnerung an dieses zentrale Gründungsdokument der Europäischen Union wird von einigen offiziellen Feierlichkeiten begleitet. Doch so richtig zum Feiern ist derzeit allenfalls den Nationalisten, nicht aber den Befürwortern der europäischen Integration zu Mute. Schließlich befindet sich die EU in einer tiefen Krise, deren Ausgang – trotz oder wegen ihrer langen Dauer – noch immer nicht absehbar ist.Eine besondere Brisanz liegt dabei in der Unübersichtlichkeit und wechselseitigen Verstärkung unterschiedlicher Krisendimensionen: der Wirtschafts- und Finanzkrise, der Eurokrise, der Krise demokratischer Organisationsformen, der Krise der europäischen Migrationspolitik und nicht zuletzt spezifischer sozialer und kultureller Krisen. In dieser Gemengelage folgt der Integrationsprozess nicht mehr, wie noch in der Vergangenheit, dem Muster von Entwicklungskrisen. Diese hatten noch stets eine Krisenlösung in Gestalt einer weiteren Vergemeinschaftung der Politik eröffnet. Derzeit – der Brexit und die nationalistisch-populistische Aufladung der öffentlichen Debatten weisen hierauf hin – bewegt sich der europäische Geleitzug jedoch in die entgegengesetzte Richtung. Vieles deutet darauf hin, dass sich die EU in einer Bestands- oder Existenzkrise befindet oder doch zumindest in einem Zwischenstadium der EUrosion, deren Verlauf ungewiss ist und europapolitisch bedenklich stimmt.Genau diese Unübersichtlichkeit und Ungewissheit soll in der vorliegenden Ausgabe von ergründet, kontrovers diskutiert und, soweit möglich, auch reduziert werden.
