Perú: desarrollo, naturaleza y urgencias se divide en dos partes. La primera estudia los fenómenos geológicos, atmosféricos e hidrológicos de la naturaleza, y su observación permanente y mejorada por parte de las poblaciones humanas, con el objetivo de aproximar al lector a la idea fundamental del desarrollo; esto es, la creación de condiciones, instituciones e infraestructura que permitan resolver problemas reales con carácter definitivo o generador de dinámicas favorables. La segunda parte revisa el aporte de las disciplinas que conceptualizan y elaboran políticas para promover el desarrollo, como la teoría económica, y sostiene que, aunque estas abren nuevas posibilidades, aún presentan serias dificultades teóricas y empíricas.
