Auch Jahrzehnte nach dem Ende der DDR ist nur wenig über den "Ingenieur-Technischen Außenhandel" (ITA) bekannt. Der staatliche Außenhandelsbetrieb im- und exportierte Waffen und militärische Ausrüstung innerhalb des Warschauer Pakts. Im Kontrast zum propagierten Selbstverständnis der DDR als "Friedensstaat" zählten aber auch Diktatoren und sogenannte Befreiungsbewegungen in Entwicklungsländern zu den Geschäftspartnern. Besonders deutlich zeigte sich der Widerspruch im Ersten Golfkrieg in den 80er-Jahren, als die DDR beide Kriegsgegner, Irak und Iran, belieferte. In den späteren Jahren wurde zudem das Ziel, westliche Devisen für das SED-Regime zu erwirtschaften, immer wichtiger für den ITA.Als die Mauer fiel, wurden die Unterlagen in großem Umfang vernichtet, sodass das Wesen und Wirken des ITA bis heute so gut wie unbekannt bleiben konnten.
