Second, the euro's over-protective role has encouraged lax monetary policies, discouraged productive investment, resulted in the proliferation of 'zombie' companies, increased wealth inequality contributing to rising social tension. Calling for clarity, this book puts forward concrete proposals to restore sound public finances, revitalise Europe's economies, and mobilise savings for investment—thus returning to a path of sustainable growth. Jacques de Larosière served as Managing Director of the International Monetary Fund (1978–1987), Governor of the Banque de France (1987–1993), and President of the European Bank for Reconstruction and Development (1993–1998). He is a member of the Académie des sciences morales et politiques.
