THE RECORDS

1968

By far the greatest number of pages in Bush’s available military records come from the year of his enlistment, 1968. The lion’s share of these date to May, and comprise a majority—but apparently not a complete set—of the documents from Bush’s “enlistment packet” (inventoried on 99). These documents establish several notable points about Bush’s background, and about his commitment to the Guard. In his Enlistment Contract (100–1), Bush agrees in a legally binding document to “incur a service obligation of six (6) years.” His Application for a Commission (102–3) notes his dismal 25 rating for pilot aptitude, and five run-ins with the law (one dismissed misdemeanor charge in New Haven, and two speeding tickets and two “negligent collisions” in Houston; he paid small fines for all four traffic violations). In his Application for Extended Active Duty (104–5), when asked about his area assignment preferences, he checked ”DO NOT VOLUNTEER FOR OVERSEAS“—a clear confirmation that Bush had no intention of volunteering for Vietnam. A crucial document is his Statement of Understanding (106–7), in which Bush agrees to “perform assigned duties at 48 scheduled inactive duty training periods and 15 days’ field training … annually,” and agrees that “if I fail to participate, I may be involuntarily ordered to perform 45 days’ active duty and/or be certified for induction.” He also acknowledges “that I may be ordered to active duty for a period not to exceed 24 months for unsatisfactory participation as presently defined in Chapter 41, AFM 35–3.
