Le ministère entretint des relations particulièrement étroites avec les dirigeants politiques sous la direction de Lester Pearson qui, après avoir été sous-secrétaire d'État pendant deux ans devint ministre des Affaires extérieures en 1948.
À la fin des années 1950, le consensus en matière de politique étrangère fut entamé à plusieurs reprises. L'élection du gouvernement Diefenbaker en 1957 confronta le ministre à de nouvelles priorités et façons d'agir. Malgré le retour de Pearson comme premier ministre en 1964, la contestation s'intensifia, dans le public comme au sein du parti au pouvoir et dans le Cabinet. On demandait au ministère de procéder à la révolution administrative enclenchée par la Commission royale d'enquête sur l'organisation du gouvernement (Commission Glassco) instituée en 1960. La remise en question des principes régissant la politique étrangère canadienne se fit de plus en plus sentir, alors que les attentes du public évoluaient plus rapidement que jamais et qu'une nouvelle génération de politiciens se voyait remettre les clés du pouvoir avec l'élection de Pierre Trudeau en 1968.
