- (B) Assumption (Necessary)Step 1: Identify the Question TypeThis is a Necessary Assumption question because it asks for the assumption that the argument requires.Step 2: Untangle the StimulusThe pundit concludes that the city erred when it sold the right to assess parking fees to a private company. The evidence is that the private company has made huge profits from raising parking feesâprofits that the pundit says could have gone to the city.Step 3: Make a PredictionIn order for the punditâs conclusion to be valid, one has to assume that the city had the same capacity as the private company to raise parking fees.Step 4: Evaluate the Answer Choices(B) matches this prediction perfectly. Remember that on Necessary Assumption questions, the Denial Test is a great way to double-check your answer or to evaluate an answer choice if prediction is tough. In this case, to deny (B) would be to say that the city could not have raised parking fees had it not sold away the rights. If thatâs the case, the city would never have seen that extra money, and the punditâs argument is in jeopardy.(A) is Outside the Scope. The pundit is concerned with whether or not the city made a mistake to sell the rights at all, not with how many companies were willing to pay for those rights.(C) is Extreme. It broadens the issue to say all municipal functions âshould alwaysâ be handled by the municipality. However, the punditâs argument focuses specifically on one function, so (C) doesnât have to be true for the argument to work.(D) is not necessary for the argument to be valid. Using the Denial Test, even if the revenue from parking fees is the only factor to consider when setting rates, the pundit can still argue that it was a mistake for the city to privatize parking fee collection. After all, in the punditâs case, the only consideration was about how much revenue the private companies have been able to raise.(E) is Outside the Scope. The relative efficiency of private companies versus city officials when it comes to parking fees is not at issue.

The evidence describes a dilemma: when these publications try to reach wide audiences, they skimp on scientific accuracy.
