Franz Möller schildert seinen beruflichen und politischen Werdegang im Bonner Bundeshaus von 1960 - 1994. Als Mitarbeiter im Wissenschaftlichen Dienst des Bundestages, als Persönlicher Referent des langjährigen Bundestagspräsidenten Prof. Eugen Gerstenmaier und als leitender Beamter unter Kai-Uwe von Hassel und Frau Annemarie Renger hat er an wichtigen Entscheidungen zur Verbesserung der Parlamentsarbeit mitgewirkt (Parlamentsreform, Wissenschaftliche Dienste, Parlamentsbauten). Als Franz Möller 1976 selbst Mitglied des Bundestages als direkt gewählter Abgeordneter wurde, widmete er sich - sowohl in Zeiten der Opposition als auch der Regierung - der Wohnungsbau- und Städtebaupolitik. Er war Obmann der CDU/CSU-Fraktion und anschließend von 1982 - 1990 Vorsitzender des Ausschusses für Raumordnung, Bauwesen und Städtebau.
